The following is meant more as a tech support aid and not as a user installation direction.
From the Program Manager on Windows 3.1 you should see a Neosoft folder/Icon..

If you do not have Neosoft/Trumpet Winsock folder/Icon, you can download it from Neosoft at ftp://ftp.neosoft.com/systems/win31/upgrades.
You need two files: ftp://ftp.neosoft.com/systems/win31/upgrades/neoins20.exe
ftp://ftp.neosoft.com/systems/win31/upgrades/pap.cmd
The Neoins20.exe has the Slip Login(Trumpet Winsock),Ping, E-mail (Eudora 1.4), a news viewing program, Telnet Client, and FTP-Client. and fits on one floppy disk... It does not include a web browser.. The FTP-Client can be used to download one.. It's alot easier to install one from the 3 diskette version of Netscape that Neosoft is licensed to distribute or other diskette or CDROM version.
The pap.cmd file is needed to dial into Neosoft's digital servers. Everyone should get pap.cmd that uses Trumpet Winsock.. The (713)-966-1200, (713)-966-3800, (713)-966-2900 numbers in Houston still do not require pap.cmd. All other Neosoft modem numbers do require pap.cmd: the (504)-588-1051 in New Olreans; the (504)-626-4106 in Mandeville; the (504)-781-2883 in Slidell; and the (713)-881-1229 in Houston.

Trumpet Winsock main screen will look like the screen below. Note that when Trumpet Winsock is started, it will show the current settings for the com port, speed, IP, Netmask and default gateway. These can be changed by clicking on File and then Setup.

The Setup/Network configuration screen should be set up as below. Each computer's setting may vary on the SLIP Port (com port) and Baud Rate..
Although all Neosoft users can use the Name server numbers of [206.109.1.1 206.109.7.65] and [206.109.7.65] for the Time Server, Neosoft users in Louisiana can use [206.27.160.245 206.109.1.1] for their Name servers. Note that even though you type in two IP numbers, only the first IP and the first half of the second IP show in the Name server box.
Connection Tip: if you do not get an IP address when dialing to Neosoft, try zeroing out the IP address back to [ 0.0.0.0].. For some reason Trumpet winsock likes to have this IP address zeroed out whenever you change the phone number.. The IP address will change to something else each time you make a valid connection.

To start the dialler to conect with Neosoft, click on Dialler and then down to pap.cmd or Login for the Houston (713)-966-xxxx lines.
Modemini.cmd is run to configure the modem and find the modem init strings.
Setup.cmd is run to change the phone number(s) to dial, users login name and password, dialing a 9 for outside line, to put in the code for call waiting and a chance to change the modem init string. In general don't change the modem init string.
I have used Edit Scripts to save the original Login script for the analog lines as loginorg.cmd and then edit/save the pap.cmd as login.cmd. This allows Trumpet winsock to be set up in Options to automatically dial the pap.cmd file to connect to the digital lines.. It has worked for me and others but not for all.

The Options of Trumpet Windsock's Dialler lets the user change the following to allow/disallow automatic dialling on starting Trumpet Winsock.

The below is the dialler connect screen showing the IP indicating that they are probably connected..
If no IP address is shown, they probably are not connected.

Trace Options never used... but FYI...
